I think I am right in saying that the only red factory wiring is to the side
or parking lights.  Also a wire that short and not within the loom is
unusal, to say the least.  Could be a PO mod i.e. a non-standard starter,
which is not necessarily a bodge, but makes it difficult to give advice.
Best thing is to follow things through logically and see where your system
departs, i.e. white/red from ignition to solenoid (up to 69) or starter
relay (69 on), white brown from starter relay to solenoid (69 on).
