No more speeding ...

The UK Government has developed and tested with members of the public a
system that links a Global Positioning system and a database of speed limits
with the fuel and braking systems of a car to automatically prevent the car
exceeding whatever speed limit the car is travelling in.  When it was
suggested that it would cost a fortune to so equip all cars, a spokesman
said "We will only have to equip 60% of them".  How so?  "Because the 40%
without it will be stuck behind the 60% with it".
