The cat may be a legal requirement, but there may also be some sort of
regulation that prevents us from changing carbs or anything else that's
emission related. Note the disclaimers in catalogues.
Rules vary in the states. Some require periodic emissions testing. Of
those, some simply test the emissions at the tailpipe and either pass or
fail. Others require the inspector to inspect for all the original
equipment, approve it, then test the emissions. And, others have no
inspection at all, or inspection only when the vehicle is sold.
I bought my '72 GT in 1994. Although the air pump, the air manifold
and some other stuff had been removed, it did ( barely) pass the
tailpipe sniff. Here in CT, we don't have a visual inspection, so all is
well, for the moment. Knowing that rules change, though, when an
opportunity came to buy a complete set of pump and other emissions
equipment that someone had removed from his MGB, I bought it all. I want
to be sure that, when the time comes that I sell the car, the new owner
can get it through the emissions inspection at the time. My fear was
that, at some time, I might have an unsaleable car unless the emissions
gear were with it.
So, the answer to this question is-it depends.
