Anyway I look at it, you've got a float needle valve problem.  It is possible 
that the car you're converting has an aftermarket fuel pump, possibly 
supplying too much pressure.  Check that.  But, the exhaust problem indicates 
intermittent flooding.  I can't explain the carb switch-a-roo situation.  
Does the other carb leak on the other car?  I have seen them leak, but a carb 
that leaks on one car is going to leak on the other, all things being 
equal....
