One more Q

I should make a list of all the questions I have about getting my B back
together, but until I do, I'll just ask them as I think of them.  On rubber
bumper cars, the factory steel valance under the front bumper, should it be
black to match the bumper, or painted body color?  I've seen them either
way, and mine appears to have been both at various times in it's life.
BTW, it's a '79 if that makes a difference.
