I would guess this is normal, even with HIFs that have a bypass port under
the throttle butterfly to clear pooled petrol. Tuning instructions all seem
to make the recommendation to run the engine at a fast idle for a few
seconds every couple of minutes during tuning to 'clear its throat'.
