That's normal, as mentioned perhaps a bit dry but primer generally
does not go on glassy smooth, it's textured and sometimes gritty
depending on the "touch" of the gun. It's thick and sprayed with
low pressure so it doesn't fan out on the surface like paint.
The spec sheets say to do exactly as you did, wet sand after
application
and then apply over.

Orange peel is still smooth to the fingers, but not to the
eye. It looks... well... close to orange peel. ;>

Probably not. In theory you can sand and then polish back to
a mirror again, but this is generally only done in spots
like if you make a run. Doing for the whole car is not really
feasible.
