Well my previous post was a bit lacking. Let me try again.
I would replace all the studs (sorry, not "bolts"). None of the studs (head
studs or rocker studs) should be "tightened", maybe a couple of ft lbs, make
sure they are screwed in enough so all the threads are in the head or block. It
is the nuts that you want to torque. The nuts that secure the head should be
torqued to 45 to 50 ft lbs (remember, do this in the correct sequence). The
rocker nuts don't have a torque spec (I don't think), just tighten as you would
a regular nut.
The head nuts should be all be tightened finger tight first. Then one turn at a
time use the following sequence until they are the required 45-50 ft lbs.

6 2 3 7
# 10 is the front of the engine.
