Hello Simon, Puller probably not required. Center wheel, remove horn push, loosen but do not remove steering wheel nut, whack lightly on the nut with a soft hammer like an old brass wire wheel hammer. See if it will budge, no need to man-handle it. If no wheel movement yet, lightly tap on back of wheel hub. It really should start moving by now.
