Probably stuck float needle from crud in system or holed-out float (they
are bad about doing this after 35 years). The floats are mounted remotely
in the bowls fore and aft of the carbs. Remove the central cap nut and top
of chamber comes off. Remove floats and shake. If one or both of them slosh
you will need to replace. Otherwise remove and clean needle and seat (in
chamber lid). Consider replacing with Grose jets. I've had good luck with
them, YMMV.

Hmm. Bad starter drive gear or springs. Worn ring gear? Is starter
spinning?

Yes and yes. Clutch uses a slave cylinder mounted on bell housing, but same
reservoir. DOT 4 recommended.

How can you tell its not 123K?

For cold start; pull choke knob all the way out; close ignition switch;
wait until fuel pump stops ticking (assuming a stock-type Lucas pump); pull
starter knob until engine starts; after a few seconds open choke about
halfway.
