28 ma. is such a small amount of current that it could be caused by
anything from a small (but normal) grounding to meter tolerance.
Considered in relation to the 150 or so amps that the battery puts out
at starting, it's nothing to worry about. I've never even thought of
measuring this kind of residual current.

Just to be sure, though, check to make sure your trunk light and
switch are ok, or that the center console courtesy light switch is in
good order. I've seen these two drain a battery in not time, although
not on the order of only 28ma.
