Marc: I'm not familiar with HIFs, but with the HS series carbs on my '67 B, the problem was a teeny-tiny fleck of rust/dirt blocking open the jet in one of the float chambers, so the fuel flow to my rear carb never shut down. Just popped the top on the offending float chamber, removed the jet and wiped off the fleck, and reassembled.
