I believe it's the manifold design.  The reason you use two SUs instead of
one larger one is so that you can use a better manifold design: straighter
shot into the cylinders, less turns.  The DGV manifold is much more of a
bending, twisting, direction changing affair.  It wouldn't matter what
carb was on it; it's not going to be as effective.
