Well, I think this is confusing two issues.
One is the blipping of the throttle to match revs during the
downshift. Everyone should do this to save wear and tear, agreed.
However, this doesn't have to be done heel and toe unless you also
need to be braking at the same time, which is usually only in racing
when you need maximum braking. In normal driving, you are approaching
a red light or a stop sign and just downshifting will slow you plenty
fast, you don't usually need to be braking and downshifting unless
you are a "housewife-driving-minivan-using-full-throttle-or-full-
braking-with-nothing-in-between" type.
