Personally i wouldnt do it but then ive never welded anything - there was
a step-by-step procedure for floor panels i saw in a magazine not too
long ago. might have been MG enthusiast, might have been British Car -
does anyone remember?

yes

I'll leave this to the technical mavens and youre own confidence level!

It entirely depends on the level of restoration you are going for/can
afford - if you are TOTALLY stripping the car and rebuilding EVERYTHING
then its best to have the whole shell sandblasted and painted at once -
taking everything out of the engine compartment is a BIG job - if you are
not going the sandblast route then it really doesnt matter whats under
the carpets or behind the panels as long as all the rust is gone and the
metal is properly treated and primed, I have three colours inside my GT
(used up all tht good stuff in the workshop!!) - but nobody knew.....
until now!

Same answer - if you're doing a full restoration and money isnt an issue
you can do anything!!
