Scott:
You answered your own question. You will have to replace the panel. This is
a common problem. Once the rust starts from the inside, there is no other
cure. Once the repair is complete, you should explore the use of "Finnigans
Wax Oil". You drill small holes in the sills and inject it. This will
totally prevent this problem from happening again. The holes are then
plugged with small plugs.
