  That is the SU version of the deceleration bypass valve. It's
supposed to allow air in on overrun (something done different
and IMHO better on strombergs).

  The way it's supposed to work is that on extreme vacuum from
overrun, the valve on the throttle plate will open and allow
air in anyways. Once the engine spins down the vacuum is
supposed to become less powerful and the valve should
close.

  It's supposed to only happen on overrun, if it is happening
at idle perhaps the little valve is opening too easily? Weak
spring?
