Non-working horn

I have a strange electrical problem. (Is that redundant?)  When I connect 
both horns, they work intermittently. I disconnect one and other works 
fine.  I assume it's just a problem with the horn on the passenger side 
(The high note?)  Where and what should I look at before I buy a new 
horn, and do I actually need one?  Thanks in advance for your replies.
