Spitfire

I know this is the MG net but a very good friend of mine has a 1976
Spitfire (this is the guy who came and got me when my TD caught fire 2
hours from home last week) and he has a problem and I thought we might
be able to help.  He is trying to get his horns to work and it grounds
to the steering shaft yet he can't figure out how to get it to ground. 
Is there some kinds of brushes in the shaft that would allow the column
to ratate inside the shaft?
