I read in the paper that SB42 was passed unanimously by the appropriations
committee, with some modifications:
All cars 1973 and older will be exempt from SMOG II. This will continue
for five years. After that time, all cars 30 years and older will be
exempt. So if your car is 1973 or older, you're off the hook for good!
If your car is 1974, you'll have to wait for 2004 to be off.
