On my '73 Midget, there are two holes on each side of each frame rail in
the location you identify. The outside holes are the attachment points for
tow eyes. There is nothing in the inside holes, but they are just the
other end of the threaded bushings that carry the tow eyes.
I don't know anything about roller bearings for the wheels, but the ball
bearings do just fine.
