The mirror MUST be removed to weld the crack properly, because the crack
will end up underneath the mirror... except you will destroy the mirror
while trying to remove it because the fasteners are rusted solid, and
you cannot find a match for it. The whole job ends up costing more than
the car is worth, unless you can do it yourself.
