The pump diaphram moves back & forth, with air on one side, fuel on the other. 
If the air side were closed, you would be compressing air, making more work for 
the pump. That side is vented to allow the air to go in & out.

Next, add a tube so it can breath dry air up in the boot, rather than getting
covered with water, mud, or snow down under the car.
