In Australia we have a product called Rust-tech rust converter which is
water based,non toxic,and non inflammable(you could probably drink
it,but it would turn your insides dark brown).It is basically tannic
acid. This converts rust from the base metal out, (because it's water
based) into iron tannate, a blue-black color, which is totally inert.
There are quite a few products of a similar formulation on the market
here, some of which also contain a polymer sealer.
Rust away is basically Phosphoric acid, carried by a solvent base. but
will not prevent further rusting, which incidentally, happens very
quickly.
On preservation of wood frames, it might be worth trying a very thin
epoxy known here as Everdure which you paint on, and it penetrates the
wood, making it impervious to all rot.
If you have any trouble finding either of these, I would suggest any
good marine paint outlet.
