Guesses:

1) Rubber flex-lines at wheels are worn out.
2) Using Silcone brake fluid with old rubber components.
3) Broken return spring inside master cylinder.
4) Drum brakes all around? Rust in wheel cylinders.
5) Tell sis to take her foot off the brake.
