No

Yes and no.
As far as I understand, this is the following procedure for balancing an
engine.
1 - all pistons, rings and wrists pins are placed on a scale. The
lightest set of piston, rings and pins is found and the rest are machined
so that all 4 sets of pistons, rings and pins weigh the same (within
certain spec)
2 - con-rod. all con-rods are weighted to find the lightest. Then using
the lightest as the "master", all other rods are machined to the weight
of the master. Balancing the con-rod is achieved by getting 2 con-rods
small-end to small-end, and seeing which is the heaviest - then the
con-rods are placed big-end to big-end and repeating the test. It is hard
to explain the procedure, but in Burgess' book he has an excellent
picture of con-rods being balanced.
3 - Crankshaft - this is placed on a spinning lathe. There is a dial on
the end of the end of the lathe which can show which part of the crank is
heaviest (much like balancing a wheel at the tire shop). The front pulley
is fitted and the test repeated. then the flywheel is attached and the
test again repeated. Finally the clutch assembly is attached and a final
balancing of the crank achieved. I do not know at what speed the crank is
rotated, bu t I would assume a fairly low speed.
