Both my 1500 and 1600 parts manuals show a commutator endplate shaft cap, part #7H5039, Illustration 8, plate NA. This is a cup shape made from aluminum which is a push fit over the rear bearing support cast at the back of the commutator endplate. It must be removed to access the square drive on the end of the armature shaft. It's purpose is to keep water and debris from entering the starter end bearing and electrics.
