To: Everyone who has a car over 5 years old, British or American and wants to
keep driving it in CA or the US. A must read. There IS something you can do
about it. Below are some posts that should get your interest. In addition to
them, NJ already has a law in effect that outlaws all cars over 5 yrs old by
making the smog requirements so strict that NONE can pass them. CA and the
FEDS are about to follow suit. They are trying to SNEAK this by us. Very hard
to find out the info in time to stop it.

There will be a smog protest in Sacramento, CA on Aug. 21 at the West Steps
of the Capitol. BE THERE! If enuf of us show up, we can possbily change it.

happens to us now will probably happen to you soon.

My fearless mechanic James called this morning to advise that the new
smog law is in effect. In practical terms, it means the following:
The test gear is linked directly to Big Brother in Sacramento. There
are no printouts and no certificates. Big Brother is informed via
direct link that your vehicle's VIN either passed or did not.
If the same VIN fails twice, that VIN is ruled a "gross polluter" and
a trip to the referee is mandatory. The referee has the power to
demand repairs that bring compliance (from an "authorized shop" over
which you have no control in terms of price or expertise). The upper
boundary for repairs is *expensive. Next time out, there is no upper
limit.
The referee is booked for about 1 1/2 months, during which time your
VIN has been ruled off the road.
The car must now pass a "high rpm" test as well as the idle and low
rpm test that were the former requirements. James watched as a very
fine TR-6, in excellent tune, failed this new test after passing both
former tests. It failed just barely - 4.11 against a limit of 4.0.
Nonetheless, one more fail and it is off the road!
James was not clear that there is any way to prepare for this test, as
it is not possible to tune the car on the test rig prior to the actual
test run. He forsees BIG trouble for Jensen-Healeys, which were
difficult to get through with the former test.
Start saving now for an aftermarket catalytic converter - it may be
your only option if you want to keep driving your car.
If the above makes you unhappy, I strongly suggest you write all of
your elected public servants and say so. Their unstated goal is to
eliminate old automobiles and force you to a) buy a new car or b) take
public transit. If your goal is otherwise, you better start making
some noise.
James asked me to distribute this message, as he is shocked and
dismayed by what he saw, and he is not sure he can help British car
owners pass the test under the new law.

For California drivers only: The current smog laws are nothing compared to
what will happen around Feb, 97. At that time, the "New, Improved" smog test
will be required. It consists of placing the vehicle on a Dynomometer, and
testing the system under load. It also requires the tester to verify that
other periferials are working, such as the Vacuum Purge of your charcoal
canister. This is done by the mechanic cutting various vacuum lines,
inserting a vacuum gauge, then splicing the mess back together after the
tests are done. The test is estimated by the Gov to cost about $120 (US),
but
mechanics estimate it to be more like $150-$180. It will also be required on
a
yearly basis, not the every two years as is now the case.
Chances of this going away are slim, as various Air Quality Boards have
staked
up to 30% of their required emissions reductions (to be in compliance with
Federal EPA Clean Air Act) on implementing this testing proceedure. There's
more, if anyone is interested.

Everyone,
Just heard a rumor from a fellow enthusiast that there is a new law
up
for passage in Congress, that would outlaw cars built before 1965. The
proposed law would require anything older than 65 be registered as an
antique and limited to 500 miles max driving per year. Any other car
would be required to report to the car crusher. If driven over the
limit, tickets would ensue, possibly even impounding. This is
supposedly a federal law, not just California. The vote in congress is
supposedly the 1st week in August. Does anyone have any more info? I
find the concept inconceivable, but then I work for the government and
know that we have elected/appointed some real idiots. My car is a 73,
but if it can be done to a 65 this year, it can be done to a 75 next
year.
there is some talk about having all the clubs support a "drive" on
Washington in protest.
Any info is desperately wanted. Time may be critically short if all
this is true. I read about the California proposition that may require
pollution junk on our cars. I can live with a catalytic converter. I
can't live with the outlawing of my car. I don' know if my source is
accurate or not, but we definitely have too much to lose to ignore the
possibility.
