Would be rather foolish if the airbags/emergency locks *weren't* armed.
What if you're sitting in your parked car, and a drunk careens along the
street and smashes into it? You'd need the airbag even more, because if
you anticipated a lengthy sit (such as while waiting for someone) you'd be
likely to unfasten your seatbelt.
