Yep. Can happen to cars, and does all the time.  They get what's called (in
some states) a 'branded title' when the car is sold at salvage, meaning that
without demonstration that at least 85% of the car's value having been
demonstrably put into repairing it, it cannot be legally re-registered.

I'm not gonna say what the salvage dealers I know do to remedy this. I
suppose you can figure it out. ;)
