If heat (propane torch at least, better MAP gas, best oxy-acetylene)
doesn't bust it loose, then it's rotten. Cut the offending spoke out
with a hacksaw and replace.
When I sent the (huge!) 21" Dunlops from my Roller to Wire Wheel
Specialists for rebuild, they said that step 1 was to cut out all the
spokes with a torch....
