Forward (away from steering wheel) flips the highbeams on. Pulling back is a
temporary on for flashing the high beams,I guess. I would suspect that the
switch is bad and they're not cheap. You should be able to feel a middle
position which is the low beam. Pushing back away from the steering wheel
should click on the high beams.
You might want to check the two top fuses with the red wires coming off.
These are for the headlights. Perhaps you blew a fuse.
