Phosphoric Acid for rust stripping

I was asking on the MG list about what chemicals were in the rust stripper 
solutions sold by places like Eastwood.  The answer was "phosphoric acid."  I 
looked on the back panel of another bottle of similar stuff, and read 
"phosphoric and hydrochloric acid."

OK. So what concentrations of these chemicals should be used so that I strip 
rust instead of metal?   I want to make up a tray of this stuff to strip rust 
from various brackets and like stuff before repainting.
