In answer to Q1.

Does the Zenith carb have a rubber diaphram inside and is it intact?

And for Q2,

I assume you've tried putting the hub back onto the halfshaft and using a soft
faced hammer to try and knock the whole assembly out, If you have then next try
is a puller.
