the timing mark is on the Bottom, down in the grease pit by the front
crossmember, and the mark on the front pully is a groove cut in the top of
the pully, ie: so as if to slice through the fan belt and on to the hub of
the pully.Now when you are straight under the pully, under the car looking
up, the groove is looking right back, with the timing "indicator fingers"
projecting forwards from the timing chain cover.

If the veneir doesn't turn, there is a good chance that the whole vacuum
assemble is frozen up. This is an easy fix,or if the distributer has other
problems, a whole new distributer is about $100.

Starting carb tuning by going back to 12 flats down and equal turns on the
idle screws is ALWAYS the best way to go. This, as you correctly anticipated,
ends all the b.s. with one too lean, the other too rich.
By the way, check the pcv diaphram for tears, and fix the distributer before
trying to do the carbs. Otherwise you are just going to be chasing your tail.
Also valve lash can affect your idle....
Sounds like by now you know enough about the car to know is it is basicly
solid or not, the stuff here that you are fretting about is the stuff we
almost all have to sort out on every car we buy!
