The big no to restrictors might be for their pumps.  They may have designed
the pumps that way.  Remember that a belt driven pump will pump more as
engine speed increases, but an electric pump can do whatever it's designer
wants it to.  The last time I looked at electric coolant pumps, the quality
ones were regulated based on coolant temperature.
