First my many thanks to those who helped me on this problem. I have solved
the problem. I had tried getting standard carriage bolts as my first obvious solution -so I did get some SS ones from Home Depot but they were either too small or too big. Thus my frantic plea to the list. But in a moment of inspiration I thought I would try Home Hardware and found that theirs were differently sized (no standards?). They fitted except I had to grind down the heads so the rubber buffers would lay flat. Fixed them to the overrrider with washer, spring washer and nut - and viola! I was in business and bumper went on fine!! So problem solved and I now have the knowledge that all carriage bolts are not equal!!!
