 Paul,
    For Cowl induction to work, the opening needs to be, like you said,
about 2 inches from the windshield where the air is compressing against the
glass.  A few more inches away, and the Bernoulli effect is the dominant
force and you have a vacuum just behind a raised surface (like a hood).  So,
in a nutshell, both phenomena occur, but at different locations.
