The reason for the "dry before filling with coolant" is that all
antifreezes and rust preventives for adding to the water contain a
"water pump lubricant." As only the seal is exposed to the coolants,
this lubricant is intended to reduce the wear on the seal.
The seal on all of the water pumps I have seen are compressed carbon and
are somewhat porous. Thus the lubricant is absorbed into the seal.
Running the pump dry after having added antifreeze will take longer to
get a seal, first to dry the pump off, and then to get the lubricant off
the seal.
