I have had good luck with vinyl paint/dye.  It will move with the vinyl 
and is not easily scratched off and will not chip off like it would if 
you painted the piping with the body.  The brand I have used is SEM.  
They have a spray on cleaner/primer that also softens the vinyl.  
Supposedly it then is a chemical bond.  They have many colors, so you 
could get something very close to the green you want for the body or 
match the body paint to the vinyl paint.  Do a search for SEM vinyl die 
using your favorite search engine and you should be able to find 
whatever information you need about it.
