I'd balance on the car only as a last resort. If you do, you will have to
make sure that whenever you remove wheels you always replace each wheel on the
same hub with exactly the same spline orientation. Otherwise the balance
will be totally screwed up.
Many shops are not equipped to properly balance wire wheels. The standard
balancing equipment for modern wheels often sets up a wire wheel off center.
So the balancing is trying to compensate for the off center setup of the
machine, not just the out of balance condition of the tire and wheel. If you
check around, you should be able to find a shop that can do the job correctly.
I've had good luck at a Goodyear shop.
