TF front suspension, poly bushes

Gents, my PO put poly bushes on the lower inner pivots.....am I to just snug 
these up.  They won't compress much because of the material and because of the 
shouldered washers there won't tighten much either.  Should I drill out the 
shouldered washers so that they will at least snug up?
