The wheel covers aren't stapled to the wood "boot" floor.  However the
wheel covers aren't long enough to be tucked under the edges either. 
There was a thin black vinyl trim stip about 3/8 " wide which WAS tacked
to the "boot" floor to cover the raw edge.  This trim then turned 90
degress at the front and covered the raw edge of the front of the wheel
cover.  It was tacked to the thin plywood strip at the front of the
wheel wheels.

Also, did the TD come with carpet on the rear deck panel or was it just
painted black and left that way?

Never any carpet in the boot.  Check period photos, and parts book for
proof if you want.
