In the USA, if the car was made without them, then the Feds don't
require them. You should probably check state laws, but AFAIK, no state
requires retrofit.

At different times I've used them. There's always the debate that with
the TD's very poor cockpit construction whether it's best to leave the
vehicle or not. Remember the TD has a solid steel steering shaft which
doesn't collapse on impact.
