Scott,
  That .2A draw seems high to me for the clock. Disconnect its wire and
see what the discharge is.
  The charge #s you give are OK if the system is trying to charge a dead
batttery. As it gets closer to being fully charged, the A rate should go
down, getting to 1.5-2.5 when full charged.
  Do you have another battery you can substitute? I'm thinking that the
battery has died, or at the least has lost its ability to hold a charge.
  But regardless of the steps you take and the problem you find, do
yourself the favor of installing a master disconnect switch.  These wires
and their insulation are now 49 years old.
