The wheel is splined to fit the shaft. I found on my car (TD) that the
oil had dried up and the wheel was well and truly stuck onto the shaft.
Some liquid wrench every day for a week caused the dry oil to soften,
then the block and hammer succeeded where it had failed before.
By the way, keep the nut on. Slack it just a few turns. If the wheel
comes off suddenly, as they tend to do, the nut will keep the wheel from
bouncing off your forehead.
