Crankshaft Pulley

I just received a new crankshaft pulley from Moss, It weighs the same as
the old, 457 grams. However, the old has three shallow holes drilled in
the back, I assume for balancing. The new one has none. Am I suppose to
have this new pulley balanced or is technology better these days and
pulleys can be forged/machined already balanced? Since the pulley is
rather small, I cannot understand why balancing would be a problem anyway.

The TDC notch on the new pulley is in different location than the old.
When facing the engine, the notch on the old was approx 23 degrees ahead
(CW) from the keyway. The notch on the new is about 35 degrees ahead.
There is about 12 degrees difference between the two TDC notches. I am
thinking I should mark the new one the same as the old so I can set my
timing right. Does this make sense? Why the difference?
