Bob you are lumping lots of OPTIONAL govt.institutions and optional services
with few mentioned Fed responsibilities!
Shore-border defense---turn the fedral lands over to the States like in Texas
and you have fewer beruacrats required---the mail got deliverd for may years by
contract carriers in many areas---on and on>
