David,
  The other thing to consider when trying to make a race car street legal is:  
by the time you get the motor to be anywhere near competitive on the salt, 
after one mile of (trying to) driving in town, you would never want to drive it 
on the street again.  Conversely, if you keep in anywhere near enjoyable on the 
street, it's not going to be competitive on the salt.
