2005 rule book 3.D.2.

    Can someone clarify a highighted section of rule 3.D.2..  Is Says that 
the seat belt clinching mechanism must not be on top of either the  SFI tag or 
manufacturers label. Is this when the driver is strapped in? Does  this refer 
to the crotch restraint in a motorcycle streamliner 5 point set-up?  Is the 
clinching mechanism the cam lock or the adjustment loop?
    Is there some one I should be calling? I need to get new  restraints as 
the date is 5 years old.
